Minimum Service Standard (SPM) is promise that is given to by service organizer to their customers concerning minimum quality that shall be received by customers when using services. The objective is to ensure satisfaction of customer to the service.
Government Regulation Number 65 Year 2005 concerning Guidance of Arrangement and Implementation of Minimum Service Standard stipulates that SPM implementation by Province Government must be simple, concrete , easy to measure, open, achieved and dependable and has time limit of achievement. Moreover, SPM is adjusted to development of need, priority and ability of national financial and province and ability of institution and province personnel in related sectors. SPM arrangement must contain substances of basic service type, indicator of SPM, and time limit of SPM achievement. TransJakarta as public service provider in bus transportation in city of DKI Jakarta is expected to be organization of professional public transportation service and fulfill development of DKI Jakarta as metropolitan city. In order to deliver the best service to their user, TransJakarta needs Minimum Service Standard (SPM) that can be used to measure performance and deliver standard service.
