The Bus Rapid Transit & Pedestrian Improvements Project in Jakarta funded by GEF – UNEP now is in the middle of its implementation period (commencing in January 2007 and completion in December 2011). The overall objective of this project is to maximize effectiveness of the Jakarta bus rapid transit (BRT) or busway. The project has explicitly supported the development of non-motorized transportation systems and transportation demand management to reduce use of private motor vehicles as complements to BRT development.  These measures together form the tools to achieve a long-term, sustainable shift to less greenhouse gas emitting forms of transportation.ITDP implements the project through collaboration with the Government of DKI Jakarta under a Memorandum of Understanding signed in 2006. This report is for the period of January – June 2009. 

Significant accomplishments occurred during this reporting period:

-          Progress on the development of required documents as prerequisite for improving the general service bureau (BLU) status of Transjakarta from “Staging BLU” to “Full BLU”. Draft final of Minimum Standard Services (MSS) has been completed with stakeholders input led by the Indonesian Consumers Organization (YLKI). Three alternative scenarios for a strategic business plan have been proposed by Ernst & Young consultants after having discussions with the Governor of DKI Jakarta and high-level government officials.  A first concept of Good Corporate Governance had been made. For two other required documents, BLU is tendering the finance consultant/auditor selection for conducting a financial audit for 2008 and completion of the Financial Report.  

-          With ITDP support, the head of BLU TransJakarta has addressed some basic legal problems. It is believed that once all legal problems are settled, then the busway operation performance will be easy to improve. In the meanwhile, Transjakarta continues to introduce changes to improve the functioning of the agency, increasing the busway’s level of service while reducing the subsidy needed to operate it.

ImageThe year 2008 has passed by. On January 15th, 2009 TransJakarta Busway was celebrating its 5th anniversary, while it has been two years since ITDP Indonesia implement its technical assistance for the project. Through ITDP Indonesia’s management and staffs, restructured since March 1, 2008, here is ITDP Indonesia Annual Report 2008.  

During its 2008 project period, ITDP is aware that this technical assistance is not an easy job to do, therefore, ITDP Indonesia needs to cooperate with tough champion partners to deal either with legal, financial, institutional or the operation technical of Busway TransJakarta management.

We would like to thanks for good cooperation from all ITDP Indonesia’s partners, especially BLU TransJakarta, DKI Jakarta local government, NGOs, academics, private sectors and other parties who have the same will and goal, which is the availability of humane, fast, safe, comfortable and environment friendly mass public transportation. We also would like to thanks the member of Project Steering Committee and ITDP’s partners that have helped us during the project preparation and implementation, which are Institut Studi Transportasi (Instran) and Yayasan Pelangi Indonesia.

It is our hope to keep this good cooperation going in 2009 and for the following year.

Under GEF Indonesia Project (2007 – 2011), ITDP has implemented Bus Rapid Transit & Pedestrian Improvements Project in Jakarta since 2007. The overall project purpose is to address the local capacity shortcomings in managing the BRT, primarily through extensive assessment, technical assistances and training programs. ITDP implements the project through collaboration with Government of DKI Jakarta under MoU signed in 2006. The overall objective of the project is to maximize the effectiveness of the TransJakarta bus rapid transit (BRT) or busway. This report is for period of July – December 2008. 

Significant accomplishments occurred during this reporting period:

-          Based on ITDP’s recommendations, the Governor committed to improve the institutional status of TransJakarta with final target as a publicly controlled private company (BUMD). The current schedule is for TransJakarta to first become a full BLU by March 2009 which will give it more legal and contracting authority. Getting the management in order and firming the financial basis to become a BUMD could take up to 2 years. ITDP is supporting the development of 4 of the 6 required documents to be a full BLU which are; Minimum Standard Services (MSS), Strategic Business Plan, Good Corporate Governance (GCG), and Management Contract between BLU and DKI Jakarta. Two other required documents; Financial Report (Balance Sheet, Income Statement, Capital Statement, etc) and Latest Audit Report are being prepared by BLU Transjakarta. 

-          The Governor of DKI Jakarta requested to improve efficiency of ticketing system and accountability of revenue collection of TransJakarta Busway. Approaches have been done to some financial institutions and IT providers. As a first step, BLU Transjakarta has replaced the revenue collectors from BLU staffs to Bank DKI supported by a collector institution (Kejar) and develop on-line monitoring of shelters from TransJakarta main office by using CCTV. Experiences and knowledge sharing with Seoul Transportation System on application of integrated e-ticketing system was conducted.  

-          With ITDP’s support, some legal problems of busway operation have being solved which including; the discrepancy of Rp/km between operator consortium and bidding winner of operator of corridors 4-7; the compliance of direct appointment of TransJakarta bus operator consortium, the completeness and validity of the contracts documents for corridors 1, 2 and 3; and the discrepancies between the trademark and technical specifications for TransJakarta Buses (corridor 5). 

-          Ms. Daryati Asrining Rini, the original Head of the Planning and Development section of the Transportation Agency when the busway was first being discussed in 2001-2003, took over as Head of TransJakarta from Mr. Drajat on 10 November 2008.  She wants to rapidly introduce changes to improve the functioning of the agency, increasing the busway’s level of service while reducing the subsidy needed to operate it. ITDP has a long relationship with her.

The Institute for Transportation and Development Policy (ITDP), in coordination with Jakarta Government, completed the third semester (January – June 2008) of the 5-year implementation period for the “Bus Rapid Transit and Pedestrian Improvements Project in Jakarta” (IMIS: GFL/2328 – 2723 – 4960) funded by the Global Environment Facility (GEF) – United Nations Environment Programme (UNEP). The project is being implemented to reach the overall objective to maximize the effectiveness of the Jakarta bus rapid transit (BRT) or busway. 

Significant accomplishments occurred during this reporting period:

-       The Government of Jakarta instructed to ‘re-sterilize’ the busway corridor, removing the other vehicles which had been allowed in to some busway corridors by police during rush hours in the period of September 2007

– March 2008. Although sometimes its law enforcement is still weak, busway passengers appreciate the efforts.  

-       Road construction of corridors 8-10 was finished while required infrastructures have been constructed and targeted to be launched later in 2008 

-       10 Articulated buses are being operated in corridor V and visual surveys indicate they are able to carry all passengers who are waiting in the stations and are always near full passenger occupancy. 

-       ITDP, in collaboration with its partners conducted a seminar about “Opportunities of Economic Savings through Improvement of Public Transport”. The seminar was followed up by the Ministry of Coordinating for Economic Affairs & Ministry of Finance to push the implementation of ERP.  This is proposed as Fuel Consumption Demand Management in the form of a Transportation Demand Management Article as part of the revision of Government Act (Law) on Local Government Tax & Retribution.  This would provide an umbrella law for ERP.  Recently, the draft of the Law is being discussed in the House of Representatives of Republic Indonesia for the approval. 

-       ITDP developed a work program for 2008-2011
